Service Description: Sec. 102-202. - Truck routes established. (a) Designated truck routes. All state-maintained roadways are hereby designated as truck routes, unless signed otherwise. Truck traffic on city-maintained roadways is prohibited, unless signed otherwise. (b) Prohibition. The operation of any truck, semi-trailer or road tractor on any street within the city other than those streets or highways specifically designated in subsection (a) of this section is expressly prohibited as against the public health and safety, and declared to be unlawful. (c) Exceptions. The prohibition set forth in this section does not apply to: (1) The operation of trucks, semi-trailers and road tractors traveling on streets other than designated truck routes strictly for the purposes of pickup or delivery to specific locations, or to obtain service, repairs, lodging or fuel in the normal course of business, when there is no other alternate designated truck route of access to such location requiring a stop within the city provided that all vehicles departing from an established truck route under one of the stated exceptions shall immediately thereafter return to a designated truck route by the most direct means practical; (2) Recreational vehicles and personal trailers. As used in this ordinance recreational vehicles means a vehicular portable structure designed for a temporary or short-term occupancy for travel, recreational or vacation uses, including vacation travel trailers, converted buses, tent trailers or similar devices used for temporary portable housing. As used in this section a personal trailer means a wheeled device hauled by a personal motor vehicle upon a road or highway for other than commercial purposes, including a horse trailer, dog trailer, car trailer, motorcycle trailer, boat trailer, lawn equipment trailer, gooseneck trailer, and any other trailer designed or used to carry animals, boats, large items, or motor-driven means of transportation; (3) Street construction, maintenance and repair vehicles engaged in the construction, maintenance, or repair of city streets; (4) Authorized emergency vehicles responding to emergency calls; (5) Vehicles used or operated by the city performing city business, including transit uses, or (6) Vehicles used by a city franchisee for the franchisee's approved activities. (d) Affirmative defense. It is an affirmative defense to prosecution for an offense under this section that the defendant was operating the motor vehicle for a purpose specified in subsection (c) hereof. (e) Signs. The traffic safety coordinator shall place and maintain traffic control signs evidencing the prohibition or permission of truck traffic on the portion or portions of roadways set out in subsection (a) of this section, which such signs shall conform to current standards as set out in the Texas Manual on Uniform Traffic Control Devices with regard to shape, size, color, letter size and style, mounting and location.
